I. Proposal on Accelerating the Implementation of Phase VI Emission Standards for Road Countries

From a global perspective, advancing the green economic and social development, building an ecological civilization, and achieving a harmonious coexistence between man and nature are the general trend. The Paris Climate Agreement clarified that each member country will strengthen its global response to the threat of climate change, control the global mean temperature to 2 degrees Celsius above pre-industrial levels, and strive to keep the temperature within 1.5 degrees Celsius. President Xi Jinping promised on behalf of the Chinese government that China will strive to achieve a 40%-45% reduction in carbon intensity by 2020. The report of the 19th CPC National Congress pointed out: "Build an environmental governance system in which the government is leading, enterprises are the main body, social organizations and the public participate in the project. Actively participate in the global environmental governance and implement emission reduction commitments."

1. Energy saving and emission reduction needs. With the rapid economic and social development and people’s increasing demands for a better life, environmental issues have increasingly become the focus of common concern of the international community. As an important transportation tool, heavy commercial vehicles play an irreplaceable role in the development of the national economy, but they are also the main source of pollution for motor vehicles. Reducing the emissions of heavy-duty vehicles will play an important role in the overall reduction of emissions. We must promote energy conservation and emission reduction. On the one hand, we must actively promote innovation in new energy technologies and accelerate industrialization and market promotion. On the other hand, we must accelerate the upgrading of the traditional energy emission regulations and strictly limit vehicle emissions.

2. The emission standards are behind. At present, major countries in Europe and the United States have begun to implement heavy vehicle Euro VI and equivalent emission standards around 2010, and China has not fully implemented the National V emission standard in the country until July 2017. National VI Standard Compared with National V, the emission standard is increased by more than 30%, nitrogen oxides are reduced by 77%, particulate matter is reduced by 67%, and the limit value of PN (particle quantity) is introduced, and the durability of discharge and OBD related requirements are tightened. At the same time, the vehicle emission testing requirements are introduced to ensure that emissions are met. In order to ease the pressure of atmospheric environmental protection within the region, some local governments still intend to issue local standards that are different from the national standard under the premise of existing national VI standards, which is not conducive to national uniform standards, and at the same time cause R&D for motor vehicles and engine production enterprises. As production costs rise, consumers are ultimately shouldered with increased costs.

3. Industry transformation and upgrading needs. At present, the world’s top companies generally believe that new energy is an irreversible global trend and that it must speed up its layout and lead. However, in the coming time, traditional energy is still the main driving force in the world. Internal combustion engine products are used in passenger transportation, freight transportation, and shipping. Agriculture and other fields still have an indispensable position. In recent years, the development of China's internal combustion engine industry is in good shape. In 2017, the output of internal combustion engines in China exceeded 80 million units, and the total power exceeded 2.6 billion kilowatts. It has become the world's largest producer and consumer of internal combustion engines for the past eight years and still has considerable market potential. However, it should be noted that there is still a considerable gap between the comprehensive energy efficiency of China's internal combustion engine products and the international advanced level. The industry’s overall innovation capability is insufficient and has not formed an internationally leading enterprise group. Accelerating the upgrade of emission regulations will effectively force technology upgrades in the internal combustion engine industry and accelerate the upgrade.

China has entered a new period of development from high-speed development to high-quality development. It is necessary to accelerate economic transformation and upgrading and upgrade the quality of economic development. At the same time, as a responsible big country, China has always focused on promoting energy-saving and emission reduction and actively responding to climate change. To better fulfill the responsibilities and obligations of major countries, to effectively reduce resource consumption, prevent and control atmospheric pollution, relieve environmental pressures, address climate change, and win the battle to defend against the blue skies.

Tan Xuguang suggested: First, the national competent department of environmental protection should speed up the progress of the examination and approval of the issuance of VI laws and regulations in road countries; second, local governments should no longer issue local standards and encourage the implementation of national VIs in developed regions and cities 1-2 years ahead of the national unified time. . Through the early implementation of some regions, it can not only protect the atmospheric environment in the region, but also verify the reliability of the entire vehicle and engine and accumulate relevant data, providing experience for the nationwide implementation.

II. Proposal on Accelerating the Application of New Energy Forklifts and Implementing Non-road Four-phase Emission Standards

Forklifts are industrial transport vehicles. They are all kinds of wheeled transport vehicles for loading, unloading, stacking, and short-distance transport of palletized goods. They are often used for transporting large-scale articles, mainly in the ventilation of workshops, factories, warehouses, etc. Workplace use. Forklifts are mainly divided into internal-combustion forklifts and electric forklifts. The internal combustion forklift occupies a dominant position in China's industrial vehicles. At present, more than 70% of the forklift trucks used in China's enterprises are internal combustion-driven forklifts, and they are diesel-powered. Overall, there are mainly three problems in the forklift industry in China.

1. Serious pollution. During the use of internal combustion (diesel) forklifts, large amounts of harmful substances are discharged, mainly including carbon monoxide, hydrocarbons, nitrogen oxides, sulfur dioxide, and soot particles. At the same time, the proportion of tail gas is larger than that of air, and it is easy to accumulate in the long term and hang around in factory buildings, workshops, warehouses, office sites, etc., which seriously damage people's health and the safety of food items in the factory building. For example, the vegetables we usually eat during the transport process if using an internal combustion engine forklift to transport, this process will have forklift exhaust pollution, the impact on people is very large.

Experiments have shown that a 3T diesel forklift can emit up to 202kg of nitrogen oxides per year, with particulate matter of 16kg. The emission of nitrogen oxides per year for a small car is 0.96kg, and the particulate matter is 0.054kg. A diesel forklift has 210 times as many nitrogen oxide emissions as a family car and a solid particle emission 296 times that of a family car. The electric forklift has low noise and zero pollution, such as replacing a 3T diesel with an electric forklift. Forklifts can reduce the loss of 5600 liters of diesel a year and reduce emissions of 202 kg of nitrogen oxides and 16 kg of particulate matter.

2. The emission standards are behind. At present, China is implementing non-road three phases (equivalent to Europe's 3A phase), while Europe currently implements four phases, and Europe's five phases will also begin to be implemented in 2019. The gap in emissions standards between China and Europe is very large.

3. Difficult to regulate. Because most of the forklift trucks operate in the factory, they cannot operate on the license plate as the car does. There is no mandatory scrapping requirement. As a result, many of the forklift trucks are seriously out of standard and cannot be effectively controlled.

General Secretary Xi Jinping pointed out in the report of the 19th Congress that “we must speed up the reform of the ecological civilization system and build a beautiful China.” In recent years, the development of warehouse forklifts has witnessed an explosive growth, especially the vigorous development of e-commerce in recent years. The distribution network has increased the number of construction projects in logistics parks and warehouses, thus driving the application of warehouse forklifts. In accordance with the relevant requirements of the "Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution", air pollution prevention and control work, and improvement of the quality of the ambient air, there is an urgent need to strengthen supervision and control of the internal combustion forklift. At the same time, as people pay more attention to environmental protection and health, and pharmaceuticals, foods and many other industries have higher requirements for safety and environmental protection, new energy forklifts must be forced to advance by legislation. Therefore, it is imperative to accelerate the application of new energy forklifts such as lithium batteries or fuel cells, and to create green storage and transportation.

Therefore, Tan Xuguang's proposal: First, accelerate the legislative promotion of the promotion and application of new energy forklifts (lithium forklift trucks, fuel cell forklift trucks); second is to speed up the implementation of non-road machinery four-phase emission standards as soon as possible. It is of great significance to control forklift trucks like vehicle management and establish systems for licensing and obsolescence, promote enterprises to phase out old diesel forklifts, reduce pollutant emissions, and reduce energy consumption, improve the safety of China's food and pharmaceutical logistics, and protect the environment.
