Recently, Changzhou initiated the drafting of the Regulations on the Administration of Bus Passenger Transport in Changzhou, and will pass legislation to regulate the management of urban bus passenger transport. In 2015, Changzhou became the first city in the province to obtain local legislative power after the revision of the Legislative Law. The forty-sixth director meeting of the 15th National People's Congress Standing Committee passed the 2016 legislative plan to clearly define the Changzhou bus. The Passenger Transport Regulations are included in the 2016 Changzhou Legislative Plan Project.
Urban public transportation is a social welfare undertaking that is related to the national economy and the people's livelihood, and is an important urban infrastructure. In recent years, Changzhou's urban public transportation industry has developed rapidly. There are more than 2,600 public transportation vehicles in the city, more than 260 lines, the total length of the line is 3694.2 kilometers, the daily passenger traffic is nearly one million passengers, and the total annual operating mileage is 139 million kilometers. With the development of the social situation, the operation order, management mode and management behavior of public transportation think that the protection of the legitimate rights and interests of passengers is facing new contradictions and problems. Under this circumstance, local regulations are formulated and urban public transportation is planned according to law. Management plays an important role and significance in maintaining operational order, protecting the legitimate rights and interests of passengers, and promoting the coordinated development of urban transportation and urban economic society.
