Winter Cohen said in the statement: "We have lived up to the trust of customers and the public. I personally regret this." The company will fully cooperate with relevant departments to clearly, openly, transparently and fully disclose relevant facts. "We will not tolerate violations of our internal regulations or laws."

Brands suspected of illegally emitting cars include Jetta, Beetle, Golf, Passat and Audi A3. According to the US Clean Air Act, each illegally emitted vehicle faces a fine of up to $37,500. Nearly 500,000 vehicles mean that Volkswagen may face a maximum fine of $18 billion.
