It is understood that the (I/M) system refers to the pollution prevention and control measures for the exhaust pollution detection (Inspection) of the in-use motor vehicle, and the mandatory maintenance (maintenance) that meets the emission standard after the inspection does not meet the emission standard.
At present, there are 2.3 million motor vehicles in Changsha, and they are growing at an annual rate of 18%. This brings not only the exhaust of the car, but also the difficulty of improving the air quality. According to the monitoring and analysis of the environmental protection department in 2016, the three “culprits†of PM2.5 in Changsha City are motor vehicle exhaust, coal burning and dust. Motor vehicle exhaust pollution is an important factor in air pollution in Changsha.
In 2014, the Ministry of Communications and the Ministry of Environmental Protection proposed to implement the automobile inspection and maintenance (I/M) system throughout the country. Up to now, Jiangsu, Shaanxi and Nanjing, Xi'an, Ningbo and other provinces and cities have successively introduced automobile inspection and maintenance (I/). M) System.
At present, a total of 25 institutions in Changsha have obtained the qualifications of the environmental protection department and can conduct environmental protection inspections for motor vehicles in use. According to the implementation plan of Changsha I/M system, in the future, for motor vehicles whose environmental inspection results exceed the prescribed emission standards, the M station with motor vehicle exhaust pollution maintenance capability should be entrusted to perform maintenance, and the I station will issue motor vehicle platoons to all vehicles. Gas pollution exceeded the standard treatment and maintenance notice. After the maintenance of the M station is completed, the maintenance records and data are uploaded in time through the I/M system management information platform, and the repair completion certificate is issued to the repairee. The environmental inspection agency (I station) can re-examine the vehicle after receiving the vehicle maintenance completion information through the I/M system management information platform. Through the realization of information data sharing and data interaction between the emission inspection agency (I station) and the maintenance station (M station), the closed-loop management of vehicles with excessive exhaust emissions is realized, and the I/M system is truly implemented effectively.
