In September 2013, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Development and Reform Commission issued a notice on the promotion and application of new energy vehicles (Cai Jian [2013] No. 551). According to the application of new energy vehicle promotion and application programs in various cities (groups), the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Development and Reform Commission released two batches of new energy vehicles in November 2013 and January 2014 respectively.
